Not a Marine but Army here. Brother is a Marine and I have a lot of friends who are Marines. Those with white covers(hats) and carrying the guidons(flags) are the platoon honormen. They are selected based on their military bearing and excellence in academics, pt and marksmanship and other areas. Essentially they are the top of the class for each platoon. The green cover is the standard issue cover for all marines. The white is typically part of the Dress Alphas(Dress uniform) or a recruiters uniform called "CHARLIES" .
Marine here. They are wearing the prescribed uniform of the day. The Honor Graduates are wearing Dress Blue “D” uniform. The other recruits are wearing Service “C” uniforms with Barracks Cover.

A with medals and ribbons, B with ribbons, C with long sleeve shirt, D with short sleeve shirt. A = alpha, B = bravo, C = Charlie, D = delta. So, the honor grads are wearing blue deltas and everyone else is wearing service Charlies.
