They meant in the original mod, the creators didn't intend for sonic to speak, but then decided as a last minute idea so they removed the part shown in the video

Let me put it simply to you- there was an unused part in the project files marstar released, this person added that back in but removed the talking bit

Actually the unused part was to be in the god part because they didnt had the Idea of putting in the god part before the unused one so they removed it

How accurate/reliable is the Funkipedia? I'm still not convinced that unused bit is from Chemical Plant Zone. Sounds more like another melody taken from Sonic's drowning theme. Did the composer confirm this?

I just found that if you slow down the unused part to 0.75x it sounds like it’s a part of chemical plant’s theme from the original sonic game. I think this is a reference to chemical plant...
