Constantan is a copper-nickel alloy. Its main feature is its resistivity, which is constant over a wide range of temperatures. Thus it has low temperature coefficient of resistance.that's why it is used for making of standard resistances.
Or simply, it does not changes its resistance (much) with change in temperature. It's resistance remains same (almost) when the temperature rises or falls. That's the main reason for using this alloy in making resistances.

To lower the current. Suppose a device needs 1A current, above that current it can damage (suppose). But your supply has 5 A current. So we will put a resistance in the circuit to reduce that 5A to 1A.
