I'm planning to get Arlecchino on her next rerun, should I go for her C1 or weapon? She'd be using White Tassel otherwise, is it comparable enough?

C1 is better. Its almost 20% team damage increase + interuption resistance.
I use Homa, and it works wonderfully for Hu Tao and Arlecchino, so that's also an option to go for as well.
