It's more like this, Street should have just came clean about his mom needing help. It's one thing to lie and leave the team high and dry. However, it's another if you come clean to your CO about it from the start. What Streets did, he broke trust by lying about what was going on.
Facts, plus the team been warning him about his mom before she even got out and he still didn't listen. He needed to take responsibility for his decisions, had he told Hondo the truth and not try to drag Chris into his lies, he at least would've been in a better position. He was straight up dead wrong questioning his friendship with Chris when she's had his back everytime

Street let his insecurity get the best of him, leading him to be dishonest to his S.W.A.T family, his real family. Honda had to make the hard call of kicking Street out of S.W.A.T till he sorted everything out. Honda fears that Street's world is tearing apart between doing his job and his family issues, and worries he might not get to keep his head in the game if this kind of thing is affecting both him and the team. It's hard, but eventually, Street was able to get his head back in the game and is welcome back in 30 David now matured and wiser.
Not officially. But a SWAT team leader has tremendous influence with the commanding officer regarding the fitness of one of his team members. The SWAT CO could transfer a guy on his own authority.. It would be up to the Police Chief and a board of rights to dismiss an Officer from the force. But that would require the filing of charges of violating policies or the laws.
Funny things about all of those "leader figure" in US shows, if one of their underlings do something wrong they got kicked out, if it's the "leader" guy who screw things over it's ok... that's american "leadership" for you!
