Seriously after playing MC versus,Shadowgun legends,PUBG and asphalt legends I have no doubt that a mobile device can handle GTA4 superbly...These are revolutionary games that actually showed us the capability of modern SOCs in mobile devices.
I definitely think it could, the issue is I don't think it could handle rage engine. And that's where the issue comes in. They could easily make the game on another engine and make some sacrifices for it to be mobile friendly. But they'll be paying another team to do that, and in the then end they won't gain much money because a lot of people pirate their games :/
