This is a 16mm scan of a public service announcement (PSA) special from the anime "Kinnikuman" called "Kinnikuman Traffic Safety", in which Kinnikuman and his friends teach you about traffic safety. The film was part of a large educational initiative by Toei Animation, which produced many such safety films, whether it be about traffic safety or fire safety, for a majority of their IPs and works. This special was previously included on the Japanese Kinnikuman DVD boxset, but up to this point there was no HD version until now.
The film was acquired by us, and we scanned it in 4K resolution. The colors on the print were pristine and needed no correction, but it was super dirty and scratched up. We've decided to present it without any restoration for this upload. Aside from encoding the uncompressed/raw scan and cropping for TH-cam, nothing else was altered from the original scan.

This is a strange little curio. It feels like it was written to be in the style of the Kaiju Extermination arc (the beginning of the anime) due to Kinkotsuman and Iwao still being villains, and Terryman being to only other Justice Choujin around, but it must've been produced either during or after the 7 Devils saga (5th saga in the series) judging by the cleaner, relatively less goofy animation style, the lack of the light-catches in Meat's glasses, and the odd presence of Atlantis, Ste-Cassette King, and Black Hole randomly driving the cars. There even seems to be some weird slight inclusion of his wrestling moves, as they trying to stylistically get it to be a Kaiju Extermination story. Kinnikuman is told to use the Muscle Curtain, but that's not what it is. But nonetheless a very interesting piece of Kinnikuman media.
This makes playing in the street look fun!

Observation: there were a lot of flutes in anime in the 80s and 90s.
PS: This scan is beautiful and this anime is gorgeously produced.

No, not theatres for these. These would be shown in classrooms and other educational settings.
As a person grew up in Japan, I remember visiting a local traffic safety association as part of compulsory education and learned the traffic rules on mock roads and intersections built in the compound. Also we watched a PSA film like this, but I don't remember what it was like. Maybe it was the one featuring Doraemon.
This kind of associations are actually run by retired police officers descending from heaven, and they buy a lot of PSA films with their questionably fat budget, which must be a way to easy money for anime production companies.
