About Jack Kelso and his apartment:
Kelso's Apartment is a location in L.A. Noire. It is the residence of Jack Kelso, the game's deuteragonist.
He is a former United States Marine who has a history with Cole Phelps from the Battle of Okinawa. After the war and his discharge from the Marine Corps, he became a claims investigator for California Fire and Life, before later being fired but subsequently hired as an investigator for the District Attorney's office. Later in the game, during the time that Phelps is on the Arson desk, the player takes control of Kelso for half of the cases.
Kelso's apartment is at unit 301 at the Arlington Manor, located at the corner of De Longpre Avenue and El Centro Avenue in the Hollywood district of Los Angeles.
The accessible parts of the apartment consist of the living room, kitchen, and dining room. Two doors (gray knobs, therefore locked) are probably for the bathroom and bedroom.
Cole Phelps and Roy Earle visit here to see Kelso in Manifest Destiny. Kelso also visits his own apartment in A Polite Invitation.

About the game:
L.A. Noire is a neo-noir detective action-adventure video game developed by Team Bondi and published by Rockstar Games.
It was released in May 2011 for PlayStation 3 and Xbox 360, in November 2011 for Microsoft Windows, and in November 2017 for Nintendo Switch, PlayStation 4 and Xbox One.
Set within Los Angeles in 1947, the story follows Detective Cole Phelps's rise among the ranks of the Los Angeles Police Department (LAPD) as he solves a range of cases across five divisions. When he is tasked with investigating a morphine distribution ring that involves several of his former squadmates from World War II, Phelps finds both his personal and professional life falling into a turmoil, and reluctantly joins forces with his estranged former comrade, Jack Kelso. As the pair delve deeper into the case, they uncover a major conspiracy about the Suburban Redevelopment Fund program and several prominent figures in Los Angeles involved with it.
