Scalpers would buy tickets and then sell them in front of venues for usually a lot more than the selling amount. It’s also a reference to Native Americans when they would scalp people during fights. Skinning the top part of the head.
Only 30 years ago a person acting like how the mailman did was a joke. Now lots of people act like that and everyone takes their insanity very seriously.

Scalping was a British custom, only done by Native Americans in rare cases of retaliation. "Indian giving", was a practice of actual India Indians, and not Native Americans. Yeesh!!!
Listen to the reaction from the crowd when Jerry started rocking the statue back and forth. They knew it was offensive, but they also know it was FUNNY! The show never condoned making fun of other races, the humor came from laughing at people who did that.
