I’m also developing a countermeasure for the opposite side. For when police are chasing your vehicle. It’s a canister mounted under a vehicle that releases a nylon net that has spikes. The spikes are not to pop tires but to increase the odds that when making contact with a tire it wraps it up good causing big troubles. Just 1 net is not good enough either. I’m working on 1 canister being able to deploy 12 nets individually, not all at once. I may switch over to individual servos instead of the 1 actuator I’m currently testing.

However if he is driving a stolen car that how badly it is damaged is no skin off his butt, which he has demonstrated by risking his own life and others, you haven't removed his ability to continue at high speed, you have removed his ability to control it. You turned a guided missle into a carpet area bomb ... pure genius.
Depends self sealing tires exist but most cares don’t have them you have to specifically go out of your way and buy them but for the most part, they are pretty uncommon so these spike traps are still very effective
