No, not really. I'm not sure if you're talking stylistically, or about they changes they brought to metal, but you would be wrong on both accounts. Stylistically they are another sub-genera entirely, as they are power metal. They're music sounds much happier in general and they have more fantasy based lyrics. Judas Priest has lots of fantasy based lyrics on their 2rd 3rd and 4th albums, but its all very dark lyrics. In terms of how they changed metal, Judas Priest was absolutely revolutionary for all of heavy metal, and was key in it's full formation. They finished what Black Sabbath started. Helloween, on the other hand, came into metal much later when it had already been established and many sub-generas already existed. Helloween was the Black Sabbath of power metal though. While other bands had experimented with similar sounds, they were the first to really do it justice. This is why Helloween is not German Judas Priest, I hope you enjoyed my pointless internet rambling.
