I'm doing 5years integrated BALLB course. I'll say again that college doesn't matter for judiciary. Take admission in any college and enroll in good coaching like Rahul's IAS.
Firms would obviously not consider year gap during placement interview. The trick is to get internship and perform well there. Then they might do away with your age criteria.

Can we give upsc exam in 4th year as the course of ballb is of 5 year are we considerd graduate in 4th year itself.are there no classes in 5 th year
Since BALLB is an integrated course... you are graduate only after 5 years. You may appear for UPSC in the final year.
