Well . . . I think she meant in terms of character arc. Bellatrix LeStrange has NO character arc -- she's as evil at the end of the multiple movies as she was when we first met her. No redemption asked for, or possible. Whereas Margaret changes significantly, and went through a lot during those two decades of Seasons 3 and 4. Also, Margaret is a mainstay of The Crown, whereas Bellatrix had only a few disjointed scenes in HP.
Jillian Anderson is SO good as Margaret Thatcher, I could not figure out who the actress was, behind the part. I literally had to stop Netflix from "serving" the next episode, and sit there and watch the credits roll. "Jillian Anderson?? THAT is Jillian Anderson?!? No way!" She simply disappeared into that characterization.
If any film, TV show or play has a good company leader it makes the quality so much better. (Also if they happen to be brilliant and humble actresses as Colman is or actors as Rylance is, it does help)

It's going to be interesting when there is another monarch. QEII is the last one to be 'home-schooled' , to not have grown up with other children her age, that were not necessarily royal or aristocrats, and were children from the real world. She didnt have experiences like her children, who were with others outside of the royal family.
