"Kaz is … I don’t know, he’s like nobody else I’ve ever known. He surprises me.”
“Yes. Like a hive of bees in your dresser drawer.”
Jesper barked a laugh. “Just like that.”
“So what are we doing here?”
Jesper turned back to the sea, feeling his cheeks heat. “Hoping for honey, I guess. And praying not to get stung."
There's also chapter 23 where Jesper and Kaz were locked in a cell and forced to changed clothes, Jesper blames his anxiety of being locked in for not enjoying finally seeing Kaz naked :

With that said, "in love" is a strong word but he definitely had a crush and I'm sure there are more moments like these that could be found
