CSS isnt the same as html - look at it as HTML being the structure of your site and the CSS being the colours and styles included in the site

It could be easier. But when done right the CSS and HTML way is more effective.
You still need photoshop to make it look the best though.
Dreamweaver doesn't allow for as much customization though.

Did you save both your html and css in the same location? If they are not saved in the same location then it won't work.
