You got one thing right as Odisha has best mutton. But if you want best taste like you will forget Chamaparan, then go to some districts in Odisha like Keonjhar, Pallahara, Mayurbhanj. Kishore Bhaina has a very good tastes for people of Bhubaneswar and nearby places. But it can't hold a candle to the places i mentioned above.

Mayank Bhai, Welcome to Bhubneshwar. Mein Bhubneshwar mei 2month raha tha. Bhai yahan ka khana bahot sasta and tasty bhi hai. Or quantity ka to koi jawab nahi.
Aap ek restaurant mei jarroor jaaana. Uska naam to nahi pata but easily miljayega.
Wo hotel ek 3-ya 5 star hotel ke just bugal mei hai. Use restaurant mei ghustey hi hanuman ji ka red sindur waala moorti hai. Ye restaurant pure veg hai. Iska khana bahot hi value for money hai. Main 2 month isme hi dinner karta tha. Isk khana bhi bahot heigine maintained hai. Log hotel mei rehte hai but khana is restaurant mei khaatei hai. Aapko Govinda ki movie ki yaad dila degi. Bahut accha restaurant hai. Pls aap visit jaroor karna.
Ye hotel and restaurant Bhumikal road pe hai. Must visit.
