Actually he's pounding rice into mochi. The Japanese see a rabbit instead of the Man in the Moon we're familiar with and according to legend he's the assistant to the lunar goddess and helps her make immortality granting cakes from that mochi. You see the imagery used alot, like Sailor Moon's name being Usagi or Rabbit for example or in the videogame Okami.

The title itself isn't "Hat", but "Hato". Hato translates to "pigeon" or "dove". The song is about Noah(Miku) and the Dove finding land. In the not Project Diva video, it shows that idea.
