He wants to be so powerful that humans and monsters fear him so much that they will not fight eachother only him. This is his idea of peace he is fighting for since the world as a whole made him a greater evil he will break those expectations and stand on top (till a specific baldy gives him a phisical and mental talking to that is )

Garou is actually a decent person turned evil by the cruelty of the society. He refuses to see good in people because his own pain was neglected. Garou doesn't finish off his opponents and even spares some of his enemies throughout the series, which indicates he is not all evil. He is a ruthless opponent to fight because his physical pain is nothing in comparison to how much he is actually hurt mentally from his childhood. He will fight as long as it serves him justice. I sure do hope to see him as a hero but that's only a wish without any luck.

OPM it´s a great anime and well done. First season it´s parody, character presentation and world bulding. Second season suddenly grows in narrative, use everything that established in season one and presents characters like this.
Garou is the massive reason to watch this story and read the manga. It's a parody because of how OP Saitama is, he just comes in the end and destroys everything like nothing. The point of Garou is to show how exactly Saitama became this OP. That's why the journey is interesting to watch.

Гароу, по идее ненавидит зло и несправедливость, готов помогать слабым и довольно талантливый парень. Человек противоречие. С одной стороны туп как пробка, с другой башковитый. Не понимает, на чьей стороне воюет и не может оценить чужую силу, но при этом понимает что герои далеко не святые и дерëтся с головой. Хотели сделать сложного персонажа, по итогу получился наивный, потерявшийся дурак. Хотя... Может так и задумано.

In his monster form, the only thing that is capable of hurting him is one of Saitama's punches, which even then he has shown he can survive.
Accelerated Growth: Garou's main power is his accelerated growth, in which the more battles he engages in and either wins or loses, the greater his physical capabilities become. As he continues to fight with no resistance, Garou has been able to increase his strength, speed and durability to that a monstrous state and has gained new abilities.
Garou will come in top 5 in whole anime when he becomes Awakened Garou

My personal nickname for this guy was "The Wolf". Here's why.
He calls himself a "hero-hunter", and yet he's also shown himself to be an antagonist towards the monsters trying to recruit him. He's a neutral force, much like a wolf. Plus, he's got the hairstyle and from to boot.

Even in his weakened state Garou was able to use his strength , his sense to his fullest and he just kept learning...His magnitude of determination and persistence probably infinite
