Yes and No., Scrum Team is fully responsible when Sprint Goal is not achieved because maybe Stakeholders are not happy, or PBI is incomplete or value is created but not in terms of excellence or team is not happy, and NO, the development team does not take entire credit for success. If this is the case, 1. SM will loose interest in the job, 2. Scrum value of RESPECT is lost. Its always THE TEAM. SM is responsible for keeping an eye on PO, Org,Team.

Till few years ago, what we have seen is PM use to limit their engagement till completion of Scope, PMBOK 6 specifically started talking about PMs looking at Benefit Realization from the project rather than limiting to scope.
