In India, the Motor Vehicles Act doesn't specifically mention anything about driving without shoes. So, technically, there's no law saying you can't do it. But there's no law saying that you can do it. So you can't say its legal even I can't say that it is illegal .From that perspective, it can be seen that it is everyone's own opinion or point of view .
