The way this was set up format-wise, it could've worked throughout the country given the way it is handled, simply alter the province maps/cities for each area. Just love the clever way it handles the bilingual text here.
In fact, I recorded this on COGECO cable in Trois-Rivières-Ouest, Québec. It was always accompanied with music. I think this channel was available only on some cable companies in Quebec at that time. Some other cable companies had weather channels based on telidon which were more like the Winnipeg Environment Cnaada channel.

AS an American with a satellite dish in the 1990s, TVNC (Television Northern Canada) aired a weather forecast just like this for the eastern High Arctic as well as boxes of text information containing news from CBC Newsworld. It used to air in the very early hours, like 5 AM Central. This reminds me of that.

At that time there were no weather channel yet. There were some channels broadcasting weather information such as this on cable TV, looping over current local and province conditions and forecasts. The only other continuous weather information source at that time was WeatherRadio Canada www.canada.ca/en/environment-climate-change/services/weatheradio/find-your-network/quebec.html in the absence of internet at that time.
I'm not 100% sure but Monday, August 29th, 1988 is quite likely to have been my first day of grade 8 at Macdonald High School in suburban Montreal, so it's remotely possible that I could have seen this exact broadcast as I was getting ready. (In reality, I doubt that I'd have turned the TV on, we had to get out really early for an 8am start, but it's at least possible.)

We had this in the UK too. Our version was called Teletext.

It was recorded on monday august 29th 1988. The observations datas shows on the screen matches with METAR for this day.
