The reason is very clear during the election if State legislature & union territory were not included so would not be 100 per cent representation, & during the impeachment, Rajaysabha members are representing the sate, so no point to repeat the representation of states twice.

Sir when vice-president, CJI,etc officiates presidential post, they get all the privileges of presidential post. Sir will they also get pension of president after their 6 months tenure because there must be election in 6 months ?🙏
