I always hated on reach when you played multiplayer with his helmet it would sometimes glitch up and the carving would disappear completely leaving you with the EVA

For Emile, that would be killing Covenant soldiers. This Memento Mori works two-fold as a memento mori for the Covenant. To remind them that, no matter what, they will die. Instead of invoking the ideas of living life to the fullest, it tells them that they will soon be dead at Emile's hands.
It’s actually said in Halo Lore that Spartans do not see directly through the visor. The outer part is more like a camera with sensors all around and the Spartans see with a video display monitor in front of their face. This is to avoid reducing protection of the face. If it were to just be glass that they see through, then one shot would end them immediately. Think of it like Iron Man’s suits. There’s 2 really small eye holes with a light coming out. But in the movies we have a view from his perspective and it shows a fully open view for him. This is because his helmet has sensors that scan and record everything and provide him with real time audio and video.
I like it. The Covenant, the elites especially, hated how the Spartans never showed their face in combat. Seeing a Spartan that actually has a face would probably scare them, maybe even make them question their sanity for a second.

During the mission Winter Contingency, when the farmers come out, Emile points his SG at them and tells them to get on their knees. I feel like that really goes for what you said about him not liking non-spartans and insurgents. Especially when, during that scene, Jorge says that they're not rebels but farmers.
It gonna lie I kinda cried when I saw Emil go down ( in my head ) Mother F*^ker they got the homie and probably the most likable guy in this batch of Spartans
I like to think that Emile carved that skull on his visor to intimidate his enemies in combat also always wears his helmet to hide his emotions and the skull on his visor really does a good job of hiding any emotion that anybody with eyes can see. All they see is the face of death.

Remember Sev from Republic Commando, that is where Emile came from. Both had some real issues, but loved killing the enemy.
