It's because nowadays you never know when a mass shooting is going to happen so being in public when shots go off is traumatizing regardless of how many people were shot or the reason behind it. Like the shoppers in that moment didn't know what it was about so it would be very understandable to link that experience to whenever they go back out in public

Cameras help with evidence, and they don't force the victim to retraumatize themselves by putting the onus on them to recount the event if they already feel threatened and hurt by the fact it happened.
Emphasis on EVIDENCE though. The last thing we should be doing is leave it to hearsay because there's a nonzero amount of bad actors that only see the harsh sentences on criminals and only think *"I can use this against my enemies"* and get on with false accusations.
Those bad actors view societal punishments as a bludgeon that's wielded against "acceptable targets". Think about it. As an example, "We give pedophiles the death penalty" sounds great, pedophiles should be deleted from the world if they abuse children, but if people become a violent mob attacking the accused with no hard evidence simply to take sides and feel right, bad actors will wield that mob to their advantage under "I can accuse someone of being a pedo" to delete someone they don't like or to cover up their own crimes.
Cameras help with evidence. To catch the accused or clear them if they're innocent. Now if camera footage starts getting conveniently deleted or altered we have a serious issue.

people can be affected by shooting regardless of the size. There’s shootings happening everyday and in the moment people aren’t going to stop and try to figure out the scale of the situation. it’s not unreasonable to think someone might develop trauma from this :/

It kinda is tho, some random guy gets popped (and survived) for being stupid, the way most people figure out a shooting occurred is through multiple gun shot sounds, I wouldn't be surprised if most people didn't even notice and given the large amount of people walking around and recording when the shooter is arrested I'm guessing that was the case. People can develop trauma from anything. That doesn't make it automatically reasonable
