The used LEO firearms is a good program and customers do consider them. It doesn't reflect on a Department when this happens, but it's an administration's decision.
Sounds like an issue with who bought them, not who sold them. Maybe trace the sales to see who the FFL was that was sold the guns, and where they went from there?
The Fed Govt should have a national gun amnesty, no questions asked sort of thing where they buy back firearms/ammunition. Problem is, these small Police Departments need money. Selling these old guns will fund other programs etc.

Try doing background checks on who buys the guns

I dont want my tax dollars buying back items that the federal goverment will not use
sell them as usual to the people so you can offset the cost of new ones
Who cares most guns are given to criminals by cops cops just occasionally come take them back
