Hi,
Its depend upon number of people, the peak time or peak season. Secondly, if you are planning to go by any tourism company they will book for you. But if you want to go by your own the cost varies from $50 to onwards with breakfast.

If you are asking about Baku's Hotel so that was " Baku Winter Park Hotel " 4****. But If You are asking for Gabala, that was " Qafqaz Tufandag hotel" 5*****.

We stayed at winter park hotel that was so good. It is 4 star hotel. There are plenty of hotels at the back of Nizami street and those are reasonable too !
