No, there is one covenant, its just a matter of when the lost Jews come under the new covenant as a remnant and nation. To believe there is no future for national Israle in the 1000 year Kingdom you have to tear out of your Bible and throw away Ezekiel chapters 36-39, Zechariah chapters 12-14 and Jeremiah chapters 30-33, plus many other OT passages.

There is a restoration with them still rejecting Jesus and separated from God heading into the tribulation, then then a restoration with Jesus as King following the tribulation. Point being there had to be nation of Israel living in the land for the tribulation prophecies and 2nd coming prophecies to be fulfilled.

If this is the case as D.A. Carson states, then you would have to admit "two separate covenant people" which is a violation of biblical writ.
