Just fight more, focus on looting when you first spawn, try to get something automatic or shotgun and sneak on players while they are looting or something, you will get much further like that

Blood ghillie you get from citadel usually, or around in various different places around the map. For the Snow Ghillie, it's usually located at sleigh crashes.
