Does banning China from acquiring technology truly work? Historical evidence suggests otherwise. For example, despite restrictions, China developed its own nuclear weapons. Similarly, exclusion from international space programs only spurred China to establish its own.
It might be difficult for the average Westerner to appreciate the historical context, but China was the world's largest economy for centuries, contributing approximately a quarter of global GDP until the Opium Wars. From its perspective, the West was historically seen as "barbarians," while China considered itself the "Middle Kingdom," central to the world's order.
This historical self-view may explain why external restrictions often serve as motivation for China to innovate independently.

Sanctions only work if carefully calibrated to make complying with them while still buying from abroad still a better option than just developing everything internally. If the sanctions cross that line - if the cost for complying with them is too high - then they have the opposite effect, spurning internal development and replacement of imports; it then works more or less like the kind of import tariffs meant to improve local production that the WTO often considers illegal. And the US grossly overplayed its hand.
To make things worse, China is vengeful, which you can see in how it often reacts in a very heavy-handed way, for example crippling South Korean exports to China when it decided to install an US-supplied (and likely US-managed) air defense system capable of monitoring half of China's airspace. With semiconductors, China is aiming to cripple foreign companies that make "mature" chips - which are most chips, not just in volume but also in value - by creating enough internal production capacity to shut down most Chinese imports of those chips, something that -given that China is the biggest market in the world, by far, for those chips - will decimate revenues for foreign chipmakers while greatly increasing revenues (and, with it, research budgets) for Chinese chipmakers.

When US and EU subsidize companies, it's investment, while if it occurs in China, even if the amount of money is much less, it's subsidy, it's a distortion of free market. Worth noting that despite all the US sanctions and pressure on other countries to block Chinese 5G and networking gear, Huawei is not only the main supplier of 5G gear worldwide, it actually managed to increase its market share last year, and is expected to do so again this year. It's also ahead of Nokia and Ericson - the two main non-Chinese suppliers of 5G equipment - when it comes to 6G research and development.
Also worth noting that a fully homegrown solution enables them to simply ignore US sanctions. More so when paired with non-dollar payments that don't go through banks in the US or any of its allies, and China being the main global player in international shipping and port management. I mean, if Huawei decides to supply Russia, Iran, Venezuela, etc, what can the US do? Apart from intercepting the shipments at sea in a blatant disregard of international conventions (which would risk starting WW3), there's little to nothing the US could do to prevent Huawei tech from reaching sanctioned countries, or to prevent Huawei from making the equipment it sells in the first place.

This is not far-fetched. The previous Brazilian administration illegally used Israeli-supplied systems to spy on the cellphones of critics, including reporters. What made them stop was that the Israeli systems stopped working, which *not* coincidentally happened at the same time local telecoms started installing Huawei 5G gear.
Incidentally, I believe this is the main reason the US is pressuring countries around the world to ban Huawei from their 5G networks; the US can't pressure Huawei to include backdoors like it can pressure its own companies and those in allied nations, so a country using Huawei (or ZTE) communications gear severely degrade the US's intelligence capabilities in that country.

Trump's sanction helped China a lot, a classic short pain long gain example. Chinese government seriously wanted to invest a lot on the local chip industry, but got a lot of difference voices from pro market economists. They said China should not push the industry too hard since it is not business sound with huge investment. But with US sanctions in place, those voices disappeared magically. now huge amount of money are being poured into the industry.

In the US case, just because one of your trading partner becomes better than you at what you do, you suddenly feel threaten as the world think that you are no longer no. 1. You are going to lose face in front of everyone, and if you can call that a threat. It is more like incompetence, and more like the inability to innovate.
