The reason why Senators can't flag those "accounts" is that most if not all Senators aspire to be Governors, so they can't seal the "embezzlement tap" because they will come to use it too in future. That's simple logic, they close their eyes to it, even the senators on the show don't seem to have the zeal to "oversight" the counties coz of their future ambitions to siphon funds from the counties
