first make sure you have given the user the permission set required to view and edit customizable campaign influence. This is done via users, then permission sets. The permission sets SF requires a user to have are Sales or Service or CRM User licence. From the selected user profile set up, click on the permission set assignment (top left) and add those profiles in. Once you have done that, change the page layout in the opportunity object (via the enhanced page layout editor, not the lightening one), and you should be able to see campaign influence under related list.
