This is Disney Festival of Fantasy Parade from August 6th, 2023. The parade almost didn't happen due to a lengthy rainstorm that happened prior - but it did, with modifications. Flynn Rider didn't move on the Tangled float, the Pinocchio float was missing, and the VIP characters including Mickey and Minnie at the end of the parade were in regular outfits (not their parade outfits). There were some other changes too.

This isn't what the finale normally looks like. Without the long float, Pinocchio wouldn't show up. And Donald, Pluto, Daisy, Goofy, Chip and Dale wouldn't participate in the performance. Mainly on rainy days, the parade would be canceled as there would be a rainy day cavalcade.

If there’s wind or something that can blow the fire, they have the fire effect off for safety concerns
