I think it can be useful to keep your system colors within the same family but it’s not a requirement. As long as you are intentional about assigning your color roles and sticking with them. Here is how Google does it for their design system m3.material.io/styles/color/roles#e14ecb3a-cd4c-41c6-873c-9313128b762a
So how to make all this tone based in color wheel. If i use complementary then i just can 2 color , can i use jewel tone for this 2 color only and use in my entire website as brand color?
If you use high saturation you also need to use high brightness. Just make sure to check your colors with an accessibility checker such as this plugin for Figma - www.figma.com/@kegorr
Hsb and hsl aren’t uniformly even in lightness, oklch uses perceptual lightness which is closer to how are eyes actually perceive lightness vs hsl and hsb which is more of a computed value

Yes this will work in application where you can switch the color model to HSB
