The exact rule for the dragons. Shenron: can bring back any number of people that havent died of natural causes, and the death cannot have been more then 1 year ago. Porunga: one person at a time, can bring anyone back any number of times, unknown if there is a time frame for revivals. Natural causes the same as shenron.

To answer fans who haven't seen the original series or don't remember: Revivals can only be made within a year of death Porunga grants three wishes, Dende used one to bring everyone to Earth Krillin wasn't revived because he was already revived in Dragon Ball after being killed by one of King Piccolo's sons. (Timpani I think) The Sayians (English spelling) weren't brought back because they were wiped thirty something years before the wish was made Piccolo's regenerative abilities don't fix death
The rules of resurrection don't make any sense though. Goku should've been wished back because a viral infection isn't a natural way to die. Also a year in what sense? Is is a year on the planet they died, a year for the planet the wish is being made, a year for the person themselves which makes even less sense because time works differently in Other World. Also, Krillin should've came back because wishing back everyone Frieza and his men killed is different than wishing back Krillin specifically.
Gootothesecond I assume a year constitutes the time it takes for the Dragon Balls to be restored (for Earth's that would be 365 days). Also, the Dragon's rule is specifically "a person cannot be revived twice". They try wishing back everyone killed by Cell, Goku having died directly as a result of Cell's explosion, but the Dragon says he cannot be revived.
papershadow69 They never state if the year's limitation is based on the time it takes for the Dragonballs to restore or if it's based on the death itself. We've never seen a case where the balls were active but it was a year since the death. I understand what the rule says, my point is that the rule doesn't make sense when you observe the show. Sure, Goku died in the explosion but Goku had the choice to escape the explosion. He even had a few seconds after he took Cell to King Kai's planet. That, to me, constitutes Goku causing his own death. At the very least, there's a lot of gray area. Another gray area is Guru's death. It's said that Frieza killed Guru through stress. Now, the question is did the stress kill Guru or was it Guru's age making him unable to handle the stress that was the cause. That shows that the Dragon is able to discern what wishes he will and won't grant that are within his power.
Gootothesecond As far as the Goku and Cell thing, Goku also arguably caused his own death by holding Raditz in place while Piccolo shot them both. Just because he could've prevented his own death does not necessarily mean it is his responsibility that it happened. And that was just Goku falling under the "can't come back more than once" area. It's made a point I recall that they could use the Namekian Dragon balls, but Goku doesn't want to come back because he's the thing that keeps attracting the dangerous fighters. Guru I'll admit was a long shot, but I believe the explanation was that his grief over everyone dying (including Nail) gave him a heart attack before he died of old age, so the balls gave him those couple of minutes back. I believe in the original during this wish, Shenron says he wasn't sure if he could grant this wish, but he would try. Even the Dragon doesn't seem consistently aware of what's within his power.
papershadow69 If the Dragons themselves aren't sure what they can't do then there's really no hard rule to any of this. The point of Goku isn't that he could just as well have been wished back by Porunga, it's how the manner in which he died affects the wish.
I’m just gonna come out and say this: Taka as Guru has to be the funniest performance in this series so far. Vageta is a close second, but I can’t help but burst into laughter every time he yells “NAAAAAAAIL!”

To answer fans who haven't seen the original series or don't remember:
Revivals can only be made within a year of death
Porunga grants three wishes, Dende used one to bring everyone to Earth
Krillin wasn't revived because he was already revived in Dragon Ball after being killed by one of King Piccolo's sons. (Timpani I think)
The Sayians (English spelling) weren't brought back because they were wiped thirty something years before the wish was made
Piccolo's regenerative abilities don't fix death
The rules of resurrection don't make any sense though. Goku should've been wished back because a viral infection isn't a natural way to die. Also a year in what sense? Is is a year on the planet they died, a year for the planet the wish is being made, a year for the person themselves which makes even less sense because time works differently in Other World. Also, Krillin should've came back because wishing back everyone Frieza and his men killed is different than wishing back Krillin specifically.
Gootothesecond I assume a year constitutes the time it takes for the Dragon Balls to be restored (for Earth's that would be 365 days).
Also, the Dragon's rule is specifically "a person cannot be revived twice". They try wishing back everyone killed by Cell, Goku having died directly as a result of Cell's explosion, but the Dragon says he cannot be revived.

They never state if the year's limitation is based on the time it takes for the Dragonballs to restore or if it's based on the death itself. We've never seen a case where the balls were active but it was a year since the death.
I understand what the rule says, my point is that the rule doesn't make sense when you observe the show. Sure, Goku died in the explosion but Goku had the choice to escape the explosion. He even had a few seconds after he took Cell to King Kai's planet. That, to me, constitutes Goku causing his own death. At the very least, there's a lot of gray area. Another gray area is Guru's death. It's said that Frieza killed Guru through stress. Now, the question is did the stress kill Guru or was it Guru's age making him unable to handle the stress that was the cause. That shows that the Dragon is able to discern what wishes he will and won't grant that are within his power.
Gootothesecond As far as the Goku and Cell thing, Goku also arguably caused his own death by holding Raditz in place while Piccolo shot them both. Just because he could've prevented his own death does not necessarily mean it is his responsibility that it happened.
And that was just Goku falling under the "can't come back more than once" area. It's made a point I recall that they could use the Namekian Dragon balls, but Goku doesn't want to come back because he's the thing that keeps attracting the dangerous fighters.
Guru I'll admit was a long shot, but I believe the explanation was that his grief over everyone dying (including Nail) gave him a heart attack before he died of old age, so the balls gave him those couple of minutes back.
I believe in the original during this wish, Shenron says he wasn't sure if he could grant this wish, but he would try. Even the Dragon doesn't seem consistently aware of what's within his power.

If the Dragons themselves aren't sure what they can't do then there's really no hard rule to any of this. The point of Goku isn't that he could just as well have been wished back by Porunga, it's how the manner in which he died affects the wish.
I’m just gonna come out and say this: Taka as Guru has to be the funniest performance in this series so far. Vageta is a close second, but I can’t help but burst into laughter every time he yells “NAAAAAAAIL!”
