No Head of State bows to any other Head of State - that is international protocol. Even a British citizen does not need to curtsey or bow, there is no royal dictate that orders people to bow or curtsey - if you want to then you can (except that royals are required to show deference to those higher up the order of precedence). Furthermore, the Queen actually made the mistake by not ensuring she was heard by Trump (when she waved to him to move closer to the guards), but in fact Pres. Trump did'nt move closer and waited for the music to begin (which begins the walk). International protocol dictates that a visiting Head of State or a Prime Minister will walk on the side closest to the guards (the honoured position), and the host walks on the farthest side (which is what you see when they're actually walking together, and it is this reason why the Queen realizes she made the mistake and returns back to her original position) - so it's actually both the Queen and the President's mishap. For one simple reason, they are not their ruler, but the ruler of another Nation.
The Sovereign of the UK only deserves the same level of respect as the Elected Leader of any other Country.
