Community managed to sneak in a few jabs at NBC. But yeah, 30 Rock was an in-house production backed by people like Lorne Michaels.
they figured correctly that it was aimed solely at over educated, overpaid smart urban people who would love it and they weren't wrong, and that it was so wildly over the heads of troglodytes who watch Roseanne et al that they wouldn't even be able to get agitated because it was simply way above their comprehension and they were confused

There is an art to intention creating bad content. Today's writers do so unintentionally and it is therefore less funny.
