She's not, she kinda has same dps like surtr but only ST, the different is she has alot defensive ability and fast SP charge like around 20-35 Viviana kill big ugly in 1 skill cycle while i test with Surtr she kill it before immortality almost end, the difference is Viviana stay on battlefield while Surtr forced to retreat She's good operator if dealing alot with Elite Enemy/boss as her talent give more dmg to them and Shield like mudrock passive with almost guaranteed chance on S3
