I met a lot of foreign students from Korea in college and law school, and none of them could speak English at her level - unless they lived abroad when they were children for a long time. Studying abroad usually won't get you to that level of fluency - especially if you are studying abroad as an adult (that is, as a college or graduate student). If Minister Kang did live abroad for a long time when she was a child, then it's not that remarkable, of course. But I don't know her precise background.
She went to America when she was 10, and has lived there for 2 years. Finished her bachelor in Korea, Master and PhD in communication at University of Massachusetts. Well, in my opinion even if she was child when she went to America, age 10 doesn't help a lot to form native language system. And it was just for 2 years. So, I can't agree with you more. Furthermore I would say that as I am myself an adult who is studying for a Master 's degree abroad, academic degree curriculum doesn't help to speak like Minister Kang at all. I mean, yes it does help me speak fluently in everyday life, but not in that professional way.

Never have I ever encountered someone in the high-level South Korean government positions as well English-spoken as Kang but what makes her glowing is that she is also well-mannered, patient and not only well-educated but 'diversely' educated, which is rare given that Korea is a homogenous country and also arguably polarised in their inner political landscape. Regardless of right or wrong, her ability to convey the South Korean administration's stance at an international-level with a fluent English and clear rationale (that I can logically follow for once) should not be undervalued. So much admiration for her as a Korean-born living in overseas. :)
