Both "go off" and "switch off" are correct phrasal verbs to use in this context. Therefore, you can say either:
"The street lights go off at seven every morning."
"The street lights switch off at seven every morning."
Both sentences convey the same meaning, indicating that the street lights stop working or turn off at 7:00 AM every day.
