Because the stress in induced at uper side of elliptical hole is more same as down side of it, Where in the case of circle the stress distributed over the circumference of circle result less stress raiser. :)
The ellipse case will have more Stress concentration, due to less surface area in contact. correct me , if I am wrong. The More in contact or less breakage between two side will have less stress concentration.
Think in terms of the traffic analogy and the curvature of the flow lines. Surface area is not correct, for instance a small crack (perpendicular to loading direction) has a lot more stress concentration than a circular hole.
From this analogy, you will be able to generalize the results for a crack!
