It did because the blitz order says until end of turn. So even if new units are called they still get -10k

No, the BLITZ Fox order art gives "Tamayura" -10k to opponents front as long as she is present on the field until the end of turn. Not only on the present unit during the activation.
See that the order states that it gives the VG "V" sign that buff.
