The IIHS crash cart actually does have a crumple zone. It's a soft aluminium block which is attatched to the front of the car. It's supposed to represent a large 4x4. The aluminium isn't as realistic as having a real car crash into the test vehicle, but it's a lot cheaper, which is great for a not-for-profit orginization, such as IIHS.
