If 50% of students couldn't pass PMDC, then definitely its Institute fault as to how come Institute couldn't ensure the good standard. The Standard of Institute is not measured by its brightest student but by its weakest student, that even the weakest student is good enough to pass the PMDC exam.
One teacher from my college did his MBBS from kyrgzystan, he is just a bag of rocks (exception),... I've heard that Kyrgyz graduates are also pretty good 👍,
