hey, thanks for watching. No permit is needed to launch a boat at Pengkalan Gawi or anywhere in Kenyir. You only need a permit (for entry or fishing or camping) if you wish to enter Taman Negara area at Tanjung Mentong which you can get at Pejabat Perhilitan at kuala behrang. If you are not entering that area then not needed.
