What exactly is the role of the water in the third example reaction? It's not really participating in the reaction, is it? So wouldn't the same reaction also take place in a non-aqueous system?
This is a great question that I think Leah4Sci helped to answer for me. I think the idea is that if your solvent is the conjugate acid of the Nphile/Base, then it doesn’t solvate said molecule too much. But it can still stabilize carbocations and whatnot. Weigh in Davedawg?

I think if there's intermolecular shifting possible there's no need of hydrolysis. Moreover it can increase the chances of elimination

In the 3rd problem,will the -OH displace-Cl by sn2 since it's a strong base and primary alkyl halide?
Very strong base, will do acid-base reaction much faster than coordinating.
