Day/night spawns don't seem worth the candy and stardust to activate (except maybe the chance to get dusk-form Rockruff). And the evolve day during night or vice-versa is pretty pointless. Just wait 8-16 hours. The only way I can see these being worth anything is if you have a Catch Cup coming up and didn't prepare or something.
In my personal opinion it would've have been cool that there was a change to get a cosmog which has small chance to get spawned so you can get more excitement when you use it.

to be fair though, gligar and zangoose are permaboosted spawns so its going to be some easy shinies
