That's correct. The hatch at 0:16 is to the winding gear at the top of the shaft. These are bottom-drive elevators, meaning that the motor is underneath the shaft and the cables loop around the top to go to the elevator car.
FYI when the lifts where out of operation for upgrade the signs were put down pointing to the two carpark lifts no more than 10 seconds in the opposite direction, and they are still on the floor 10 months later because lots of newer customers to the centre don't know about the extra 2 lifts.
I love the floor sign saying "Lifts This Way", in sight of the lift doors and pointing in exactly the wrong direction. I am guessing there was a committee involved.
