I kind of think the writers made Mei as weak as possible. The only episode Mei gives hits to Rami is the cosplay change episode and even then she loses. The other times she literally gets her ass kicked so we don’t see much progress of her getting stronger, which is hard to look up too. She sometimes gets owned or gets a good hit from non fighting characters which is really pathetic.
However, I like it.

the other Zyurangers sans Burai also never beat Lami in her civilian form. It took a mecha battle in the finale (previously losing ~3 times to her previously in monster form) to finally beat her lol

Which also makes Mei being cocky and gloating twice to Rami very dumb.
