Cracks appeared apparently due to the settlement/slip of materials underneath asphalt layer. Perhaps materials were not properly compacted before carpeting. Not clear from this view whether proper drainage of the rainwater was provided or not. If pools of rainwater remain along the banks of road for prolonged period this might also lead to the same results. However, it is more likely that the particular piece of the road got fresh earth-filling and surface was carpeted before allowing the new filling to settle down as much as it could. If the road is on the top of a hill or dike, this is quite possible that whole structure under the road at this point s slipping/sliding at a slow rate. Wider cracks also support this. if the materials settle down vertically, usually cracks makes a "web" and are not as wider.
