This seems to be a breakthrough for (non-flying) fully-autonomous border control units (without continuous track for enhanced environmental friendliness). Google's ...ehhm, Alphabet's... Boston Dynamics division will soon buy you out and equip that chassis with less friendly add-ons. Do you wanna bet?

While very clever, it's hard to see a market for this. It's too wide for bicycle trails, too complicated for street use, has too short of a range to replace jeeps and the tires are too dainty to go fast off-road.
Also the "pendulum plumb on slopes" 0:57 really moves the center of gravity downhill and makes it more likely to tip over.
